They added vigilante ult after an entire year, they only just started cooking, and whole new moveset takes time, they are working on ida currently as well so the moveset needs time to complete, also, mastery characters needs to have a complete moveset before release or it'll just be a early access character, and since mastery characters has moves weaker than the base version unless comboed togethed properly, the devs needs to find the correct playstyle that mastery dabi users would likely use before completing the moveset, mastered deku has good combos but the only high damage move is quintuple smash, and most of it's moves are blockable, mastered stain is harder to use than base stain, but when comboed together they can shred your health completely down to less than 20% percent or even less, dabi will probably be kinda deku mastery but with a bit more damage but less hard to use or as complicated as mastered stain.
